Housing Rehabilitation

Is your roof leaking? Do you have plumbing problems or need a whole new foundation? Does your home need to be made wheelchair accessible? Community Services Consortium can help. CSC has been administering housing rehab loan programs on behalf of many communities and rural areas in Linn, Benton, and Lincoln counties for over 20 years.

The intent of these programs is to assist low- to moderate-income homeowners to improve the condition of their homes through repair and rehabilitation. Our experienced and trained staff assists homeowners throughout the process of identifying the repairs needed; preparing a list of needed repairs; obtaining bids from contractors; monitoring the work done; and disbursing funds when work is completed.

Every home has different maintenance needs, but examples of conditions that frequently need work are foundations, electrical and plumbing upgrades, dry rot and structural repairs, heating systems, roofing, siding, handicapped accessibility, painting, and weatherization. In rural areas, new septic systems may be installed.

Rehab loans are no-interest, deferred-payment loans. There are no monthly payments, and the loans do not have to be repaid until the property is sold, vacated, refinanced or transferred to a new owner. Loans are secured by a Note and Trust Deed with a lien placed on the property.

The City of Albany is partnering with CSC’s Community Housing Services division to administer a new Housing Rehabilitation Loan Program in Albany. For more information, click here.
